【South Korea’s Financial Services Commission advances expansion of security tokens, with bonds and funds to be included among the initial eligible assets】

South Korea’s Financial Services Commission is promoting the expansion of the security-token market from fractional investments in real estate, artworks, and other assets to bonds and funds. The subordinate-law amendment bills under the relevant Electronic Securities Act and Capital Markets Act were subject to legislative notice from this month 2 to next month 11, with supporting measures to take effect formally next year February 4, refining rules for issuance and circulation. The amendments specify that traditional securities such as stocks, bonds, and funds will be included within the scope of tokenization. Initially, privately placed money-market funds, privately placed bonds, and trust-based tokenization of unlisted stocks will be offered primarily to institutional investors, while public fractional-investment securities will be piloted; public bonds and funds for retail investors will be expanded later, once the market stabilizes. At the same time, regulators plan to set an annual net-purchase limit for retail investors on over-the-counter trading platforms at each 100000000 Korean won per platform, and allow non-financial institutions to manage investor accounts directly after meeting conditions including 4000000000 Korean won in equity capital.
