a16z and DeFi Education Fund proposed SEC to DEX establish exemptions and CEX a dedicated registration framework

PANews September 23 reported, according to The Defiant, Andreessen Horowitz (a16z) and DeFi Education Fund jointly submitted to SEC Commissioner Hester Peirce a joint proposal recommending a “safe harbor” mechanism that would presumptively deem decentralized trading protocols meeting specified criteria, as well as their front ends, not to be “exchanges” under the Securities Exchange Act. The proposal requires DEX to feature non-custodial, automated, permissionless, and “credible neutrality” characteristics, with front ends limited to interface maintenance, security updates, and asset screening based on public standards. On the same day, a16z separately proposed SEC with reference to 1998 year Reg ATS to establish a registration regime for centralized crypto trading platforms, allowing them to trade crypto securities pairs, non-securities pairs, and mixed trading pairs simultaneously within a regulated framework.
