U.S. Treasury sanctions A7Network, saying it assisted Iran in evading sanctions and was involved in crypto fund flows

BlockBeats news,October 2, according to the U.S. Treasury October 1 announcement, its “Operation Economic Outcast” has taken action against A7 Network, describing the network as a “shadow banking network” with links to Russia that Iran used to evade sanctions.

The U.S. Treasury’s Financial Crimes Enforcement Network (FinCEN) proposed a new rule to prohibit fund transfers involving A7 Network sub-agents (Sub-Agents), while also issuing an alert requiring financial institutions to identify and report suspicious transactions related to the network. The U.S. Treasury’s Office of Foreign Assets Control (OFAC) announced that it has designated A7 Network as a “significant transnational criminal organization.”

The Treasury stated that A7 Network used a large number of third-party companies as sub-agents, employing falsified trade documents, false import and export records, and misleading goods descriptions to disguise sanctioned or illicit fund flows as normal commercial activity.

FinCEN’s investigation showed that A7 Network sub-agents, from 2025 year January to 2026 year June, cumulatively processed more than 17000000000 USD transactions.A7 Network itself claimed that, as of 2026 year January, it processed more than 2000 transactions per day, with total transaction volume exceeding 7500000000000 rubles, equivalent to approximately 91500000000 USD。

The U.S. Treasury stated that the network was used by Iran, including related entities such as Iran’s Islamic Revolutionary Guard Corps (IRGC), and provided channels for fund flows related to Iranian oil sales, weapons procurement, and other activities. One A7 Network sub-agent transacted with entities involved in Iran’s “shadow fleet,” and the network was also alleged to have transferred funds to companies connected to Iranian sanctions evasion and weapons procurement.A7 Network is associated with Nobitex, one of Iran’s largest digital asset trading platforms, which was previously designated by OFAC. In addition,A7 Network was also alleged to have assisted fund flows related to North Korean hacking attacks on crypto trading platforms.

The announcement also mentioned A7A5 Token, which was issued by Old Vector LLC and is a ruble-backed token. The U.S. Treasury stated that the token was used by A7 Network to evade sanctions and help sanctioned infrastructure providers profit through token circulation.
