Trump exempts Russian diesel imports from sanctions, three tankers to arrive in the United States next week, sparking legal controversy
BlockBeats reports,October 27, three tankers carrying approximately 140000 tons of Russian diesel are expected to arrive in the United States successively from November 7 to 11. The imports are based on a sanctions-exemption arrangement reached by Trump and Russian President Vladimir Putin on October 9, but some of the vessels have been placed on sanctions lists by the United Kingdom, the European Union, and Canada, prompting concerns in the U.S. Congress over legal compliance and national security risks.
Vessel-tracking data show that the Greek-flagged tanker Agioi Fanendes is expected to November 7 arrive in New York, while the Talisman is expected to November 9 arrive on the U.S. East Coast; the Leruo, sanctioned by the United Kingdom, the European Union, and Canada, is expected to November 11 arrive along the U.S. Atlantic coast. If the first tanker successfully unloads its cargo, it would be the first Russian diesel or gasoil shipment to reach the United States since 2023 July years ago.
Several senators from both U.S. parties have written to executives of banks, ports, and fuel distributors, warning that the transactions could face lawsuits and congressional investigations, and that violating companies could bear criminal and civil liability. Lawyers noted that even if the U.S. president has the authority to approve a temporary exemption, tankers sanctioned by allies could still create complex compliance issues.
The exemption is intended to ease upward pressure on U.S. diesel prices, but market participants question whether Russia can continue delivering the promised supply volume, while Ukrainian attacks on Russian refining facilities could still affect production capacity.
