【Microsoft CEO: The era of superintelligence requires a “controllable” architecture; responsibility cannot be outsourced to AI】
Microsoft CEO Satya Nadella published a lengthy article stating that, as Super Intelligence systems develop, the industry needs to reassess AI trust architectures and cannot simply rely on promises from model providers or outsource responsibility for AI behavior. Nadella said that when traditional software systems were deployed across industries over the past few decades, developers could usually trace behavior to specific code paths. Today, however, frontier AI models have surpassed traditional software systems in capability, yet it is impossible to clearly attribute model outputs to specific training data or model-weight configurations. Enterprises are connecting autonomous AI systems to sensitive data and granting them permission to perform critical tasks. They therefore need to build systems with observability, testability, and controllability, separating “intelligence supply” from “permission control.” Nadella proposed governing superintelligence through engineering approaches, constraining the nondeterminism of models through deterministic system design, human control, and operational procedures, and managing AI systems as potential “insider risks,” including by limiting permissions, recording behavior, and establishing isolation boundaries. He also proposed that superintelligent systems follow principles including multi-model collaboration, end-to-end observability, continuous verification, independent control, independent auditing, risk isolation, and incident disclosure. He emphasized that transparency of the model’s chain of thought (CoT) is a baseline requirement, but that CoT transparency alone is insufficient because the model’s outputs may still lack reliable interpretability. Nadella concluded that the most trustworthy superintelligent systems of the future will not be the “most trustworthy models,” but “systems that can operate safely even without fully trusting the model.”
