【California financial regulator opposes SEC cryptocurrency proposal, warning it may weaken investor protection】

The California Department of Financial Protection and Innovation (DFPI) has submitted a comment letter to the U.S. Securities and Exchange Commission (SEC), opposing its “Regulation Crypto Assets” proposal, saying the plan could weaken investor protection and limit state review of offerings.DFPI Commissioner KC Mohseni said California opposes federal regulators weakening state-level regulatory authority and safeguards. The proposal would allow eligible issuers to raise up to 4 within 5000000 USD years through a startup exemption; another cryptocurrency financing exemption would allow issuers to raise up to 12 within 75000000 USD months. Relevant offerings must disclose information about the project, risks, and other matters needed for investors’ evaluation; some financings must also submit financial statements and provide ongoing reports. Federal securities law still reserves the authority for states to investigate securities fraud, deceptive conduct, and the activities of illegal brokers or dealers. Blockchain payments company Ripple, cryptocurrency exchange Coinbase and exchange operator Nasdaq all support adjusting the proposal;DFPI said its fraud-tracking list added nearly 200 cryptocurrency-related scams, an increase of 30%。
